It was long time having lump on neck at least 40 years back but she deosnt have any pain or complain along, but now she is feeling difficult of breathing and her upper chest has dilated veins and arteries are vissible and lump is enlarged enough

If grandma is having difficulty breathing she needs to be seen by a medical professional immediately.

Where are you located? Can you get her to a doctor or a clinic?

I doubt the previous lump has anything to do with her current distress. You really must seek medical help a soon as possible.
