I had a close friend pass away and the grieving wife would like me to help her with memorial in his honor at a local cemetery.

Does she own a plot? I guess some people do bury the ashes, but I'm not sure that is "customary." That shouldn't matter, though. The wife can decide how she wants to handle this.

I don't know if this would work in a cemetery but my Uncle's family had a table set up with photos of him, hobbies (Nascar jacket), and other interests. I thought that was really well done. After the memorial service, everyone perused the photos and memorabilia which brought up lots of good memories by those in attendance.
